Is it possible to attach an external bus to the memory banks (say, on a notebook) that would go into some microchip and then to usb, that I can plug into a second computer and read/write memory without any restrictions?

Just requires a compatibly mainboard, bios, and not being squeamish when it comes to editing bios on a low level
