How do I cheat?

I downloaded cheat engine and it doesnt open. I've used it before, restarted my computer and turned my anti virus off. I also tried using 6.8.3 which i used before but also didnt work

uninstall badlion (using their uninstaller) and then restart (not shut down and back on, actual restart)
