Sorry for my bad english.
I write code in Visual Studio Code in lua and is it possible to use cheat engine functions as a library?
something like this?

No, but you can tell CE to enter servermode by making it execute

openLuaServer('pipename')
|
And then you can issue commands to CE using a named pipe.
The execution happens inside the CE process, so you will have to keep that in mind, and parameter passing can be done either easily using single lines, or complex where you can pass multiple parameters and receive multiple parameters
In short, probably not the way you wish it
