I particularly want to know if the cheating engine can send and intercept data packets.

Pretty sure you're not supposed to use it for online games so... why would it have anything to deal with packets which are exclusively for online games?

There was an old packet logger plugin floating around on the forums somewhere for CE you can mess with.

As for sending packets yourself, you can hook the games function and invoke it manually as needed with the proper params to inject packets. But honestly it's not worth the hassle of doing it in CE, just write a DLL to hook the needed functions and inject that instead.
