How does cheat engine use hardware breakpoints?

I've been trying to see if I can use hardware breakpoints to hook functions in a game, but I've noticed hardware breakpoints only get a callback from within the same thread. How does cheat engine put a read/write breakpoint on a function with hardware breakpoints without being in the same thread?
