This is hard to explain so I'll give an example
In blackjack, I want to know what value card the computer has been preloaded to deal next.
For example, in turn 0 the computer's card value is 8. After I click either hit or stand, the computer's card value would be 10. I want to be able to scan and read the address for 2 before I hit or stand. Is this possible? _________________

I'm not aware of any easy way of doing that. Memory scans compare some found list to the current memory state. You can do this in Lua, but that effort would likely go to waste if that's not how the game works.
Guess easier implementations before harder ones. Maybe the deck is a contiguous array of cards and there's an iterator (pointer / index) signifying how far in the deck you are. In that case, you could find that iterator using changed/unchanged value scans and then find the deck after looking at what's accessing that value. _________________

This was a theoretical example. Let's assume for simplicity sake that the game is incredibly easy. Is there such a feature at all in CE for what I'm talking about? I don't know lua. _________________
