Everything you need to learn C/C++ can be found online, for free, without paying for anything. There are hundreds of sites dedicated to teaching various programming languages, C and C++ included, which are great starting points.
There are tons of communities that have discussions regarding various bits of a language, such as best practices and recommended optimizations, such as StackOverflow. (Although I don't really recommend posting there for help since it is a site of elitists that are more focused on their dumb profile trophies than actually helping people.)
The C++ SO standards docs are available online for free as well which cover all the specifications of the language that can help you understand specific parts of the language if you have issues.
And the biggest asset to new learners these days is Google. You can find anything with it if you use it properly. _________________
