Squalr has been released for awhile now -- a full featured Memory Editor written in C# available here https://squalr.com/

Squalr has the following features:
- Memory Scanning
- Standard Memory manipulation APIs
- x86/x64 assembling and disassembling
- Debugger -- Find what Reads/Writes/Accesses an address
- C# scripting to allow easy access to all of these APIs from Squalr

Squalr normally is a GUI tool comparable to Cheat Engine --However, I have made recent delopments to make the entire backend that powers Squalr available via NuGet packages. This project is open source, and the source code and documentation can be found on https://github.com/Squalr/Squalr

In other words, all systems including the scanning system are available through APIs. The scans are pretty fast -- in some cases they can beat Cheat Engine speeds by up to 5x due to use of SIMD instructions in the scan code (especially in cases such as scanning for 0 in a large game).
