I can't determine actually what is the problem, Just use "Technitium MAC Changer" and change it another million time.
Or you could change your Mac to the other people connected on the network.
Or you could've use a proxy web site or a vpn program e.g. "Hotspot Shield" or the other trillion IP changers

Hotspot Shield is a VPN, that changes your IP, not your MAC Address

you said it's a parental control which I've assumed it's probably a porn sites blocking system.
