So with this Xbox Play Anywhere, you can buy a digital copy of an Xbox 360 game that is supported for XPA and get a PC version for free. What this means is that people who don't have an Xbox 360 but DO have a gaming PC (like me) would be able to play these games. Progress and achievements is all linked together, so a player could start the game on PC and resume on Xbox later, and vice versa.
Now with cheating being easier on PC, do you think it would be possible to cheat games and have those changes appear on the Xbox as well? Or maybe we'd be dealing with everything server sided and can't modify anything?

All depends on how they handle the achievements. If it works similar to Steam's achievement system then you would be able to hack it because they are handled on the client and uploaded to the server. But Microsoft may handle them differently being a more closed platform for gaming.
My guess would be that they will work similar to Steams though since Microsoft can't enforce how a games achievement is unlocked etc. so it would require the game telling Microsoft that you did something to unlock it. _________________
It will most likely be similar to windows 10 store games, i don't know if those games have achievements.
As far as the question of cheating games goes, Yes of course. As long as it is stored client-sided and no ridiculous protection is added. _________________
