Wasn't there once a program like a combination of Rezhacker and a disassembler that you could open an exe inside of and rearranging parts of the UI?

ResHacker/RezHacker will let you if the application uses dialogs within the resource section. If it uses CreateWindow to create the window objects then it wont work.
