I'd like to run games like H1Z1 at max settings without any lag...
Current specs:
GPU: HD 7700
CPU: FX-6300
RAM: 8GB

What is your mobo ? If it supports PCI 3.0, you should have no problem upgrading to any of the latest gfx cards plus also getting the max performance from it.
You can keep the CPU for the moment and still get good performance from the new GPU alone if you get a powerful one (the gtx 970/gtx980 are both pretty amazing, no idea about amd's line i am a nvidia guy) but if you have money to spend, you can upgrade your cpu and would have to upgrade your mobo too and ram if you go for a dd4 option.

I have no idea about my MOBO... It's a MSI but that's pretty much all I know. I was thinking of getting a GTX 960 and a new power supply. Max I want to spend is $250. My power supply is only 300W so I NEED a new power supply.

I just got a 750Ti(using it in a 2.0 slot) and a 500W PSU for a little over $200 total, runs fallout 4 on high without maxing the gpu, and fallout doesnt even support the card fully yet.

I think the current specs you have will help you to proceed with the game smoother. Since you have RAM about 8GB, you will not experience any lag.
