I tried hosting a CSS server for my friends to join but they can't.

Stuff I have tried:
- port forwarding 27015 UDP/TCP
- disable Firewall
- sv_lan 0

However, have you made sure you have an actual static IP? Some countries/Internet hosts don't distribute static IP by default. Usually you'll have to pay a small sum of money to have an actual static IP address.

Also remember the IP your gonna need to portforward towards is your local IP your Router distributes.
^ This can be found on a Windows Computer by opening up 'Command Prompt' / cmd.exe. Followed by the command ipconfig.

Would presumably post this on the SRCDS gatherings. In any case, have you verified you have a genuine static IP? A few nations/Internet has don't appropriate static IP naturally. Normally you'll need to pay a little total of cash to have a real static IP address.
