explorer.exe doesnt start

Okay I have a bit of a problem with a laptop of mine. If its off and I turn it on, I log in, everything comes to a default blue background with no icons or anything. I manged to crtl alt delete to get task manger open, and it says explorer.exe is running yet its not, sometimes its not even listed and I have to start a new task explorer.exe for everything to start up normally.

Does anyone know how i can get this pc to always have explorer.exe start up? because 3/4 time it does not, or its listed as its on but it doesn't do anything until I close it and reopen it up.

If I were having that problem, I'd probably back everything up to the best of my ability and reinstall Windows.

I dont have the disk for windows 7 to reinstall it.

Grab win 7 here: http://www.mydigitallife.info/download-windows-7-iso-official-32-bit-and-64-bit-direct-download-links/
As long as the download link contains digitalrivercontent.net you're downloading an official version from Microsoft (digital river is working for MS, amongst other).
Then write this iso onto an usb stick and reinstall windows.

try to use an antivirus scan.

Used malwarebytes....clean. Im not sure why it does this really
