How do I cheat?

Howdy all , this must be a dumb question , because I couldn't find it in the stupid question list. 
Ive followed the tutorial in the download , plus a youtube one specific to the game.
I'm most likely just being noobish here ... but before I spend to much investigative time to just hack the money for this game.
I wanted to see if these few things might be the source of my problem.
1- To get SC3kU to render properly & just to start the game. I had to edit the exe shortcut target field to look like this
C:\SimCity\Apps\sc3U.exe -w -r 800x600
2- Running as Administrator ... I set the compatibility to WinXPsp3 ... plus selected "Reduced color mode" 16-bit
3- Cheat Engine is installed in programfilesX86 but SimCity is off C:\
Don't know if that's a problem ?
Do I need to edit CE launcher or maybe change some install locations?
What seems likes happeing , is the address for the money keeps changing after spending some. I find and change the record(s) no problem ... but it never writes or changes the game.
My experience is just with a few game editors building mods. And this whole cheat engine thing is all new to me ... but intrigueing 
Appreciate an tips or comments.

Are you doing this online or offline ?
Because it will never work in online mode

There is an online mode for SimCity3000 unlimited ?
But no I am not online with the game ... just my comp in general.
I guess I should add ... I looked at the CE shortcut , and it is not set for administrator rights (default install) should I change that? Plus no compatibility mode.

Oh okay, you mentioned SimCity only which is the latest title by EA, thought you were referring to that.
Anyway, most likely the reason is you're finding just the display value. Does the tutorial show you how to search ? Because exact value search may not be the option for this game.
Do an unknown/increased/decreased value search. Also try different data types.
And no CE installation location has nothing to do with it, CE automatically tries to run as administrator so that should be fine.

Sorry I wasn't clear ... just thought the abbrev in the title would be good enough on which SimCity it was.
The tutorial I watched on youtube is called "How to hack SimCity 3000 unlimited and make money" By xXx Ace-Hacker xXx
Incase you want to look at it.
They only use the exact value option ... also they are using an older version of cheat engine. And it has a check box for "Also scan read-only memory"
Maybe my selections with the latest version are not correct? but Ive tried all of them I think??
And scanning for decreased or changed value always brings up 0 results when I do it after the initial "unknown value" then spend money in game.
Under 2 bytes 4 bytes , float ...
Ive also done the debugger to see what writes to this address with nothing showing up while spending money in game.
Is there something I'm suppose to do with cheat engine after changing the record? Neither tutorial says to though. The youtube one just says spend some money.
Add edit: When I said I did a default install for CE , I just meant the location. I did select custom so I could de-select having the toolbar installed and home page changed.

I see. Do this, in ce 6.3 or the latest version
Right click on CE where it says Writeable, a menu should open up then click Preset:Scan All Memory. It should now scan read only memory as well.
Then continue to do what is shown in the video tutorial (exact value search).
Looks like the game is storing data in read only memory.

I wish I could say it worked ... but no dice ... I had already selected different senario's with those 3 check boxes in the CE version I have.
The only time I get any results , besides "unknown value" which gives around 12 million usually. Is with exact value on 2 or 4 bytes. But sometimes nothing at all , sometimes 10 or less , about half the time I get 1 address. And it would appear its always a different address.
And I'll never get a result with seeing what writes to this address.
Oh well ... I guess Cheat Engine is just FAKE!!! LOL jkin 
Thanks for your time ... but I guess I'll try some diff installs ... test hack some other games ... and read up on Darkbytes tutorial some more.
