What are you even talking about?
Lua is a scripting language that you can implement in any program.
If you want to implement a Lua engine on your own, you should take a look at LuaPlus.
If you are just looking for an IDE/Editor or whatever, then you might wanna take a look at Notepad++. You can simply run your scripts with the official Lua.exe console apllication.
