That depends on what you mean with hack and how far you're willing to go.
You could for example invade the building the server is located at and manually change your values there

But with cheat engine alone, no

but i did it in social empires using string to browse memory and change 20 cash to -9 cash,it worked

Then it wasn't server-sided.

"Online" and "server-sided" aren't the same thing. All server-sided things are online, but not all games you play in your browser use a separate server to run the critical parts of the game.
