Is it possible to modify exp or money or the percentage of item drops gained from battle or per kills via cheat engine or is that all possible with mods?
For example in some RPG games if you kill a slime you get (30 exp, 10 gold and maybe a 2% chance a wooden sword) per slime, Can I modify that so when I kill slimes or all (kinds of) monsters I get 100 or 1000 exp instead every time and if it is possible will it be hard or a simple steps.

Don't play online so not breaking any of those rules AFIK.
If it helps I am playing Tears to Tiara it feels like a jRPG with exp and leveling and money and random drops.

if its singleplayer (no online server involved) it is possible.
for example search for received xp, attack other mob and get higher or lower xp and search again, eventually you will get some addresses for it, it not than try to find mobs health without killing, do a dissect data and make a copy, kill the mob and try to find the amount of xp you got on your data from dissect data, eventually you will find the position/offset where xp is stored
if still no luck, you have to disassemble and try to understand what is going on when you kill a mob, eventually you will find a procedure where your xp is generated/calculated after the mob dies

Just so you know, there are games that use a server even in singleplayer.
For example in sacred 2 (a singleplayer game) you can't hack in the solo campaign unless you hack the local server AND the game client at the same time.
If you make any mistake the two executables will get out of sync and your character will be broken (can use spells, cant select skills etc...)
And in the newest simcity it will be hard to hack in singleplayer because even the single player mode is bound to an online server...
