games often store the last time fired in a memory address.
That means "the last time fired" is probably a value that increases each time you shoot, so try looking for a value that increases every time you shoot, but stays unchanged when doing anything else
Then when you've found it, either freeze it to 0 (bad idea) or do a code injection that removes that check, or writes it to 0 itself

a little easy way to find, but this one requires using Speed Hack.
1- Make the game run in windowed mode if possible
2- Activate speed hack in cheat enigne, and set the speed to 0.25 or 0.50
3- now search 'unknown' value, with type 4 bytes
4- now shoot a bullett, then quickly pause the game, search changed value
5- then unpause and let the weapon recoil go, and the gun ready to shoot again, search again changed, or use to-first-scan comparison
keep this sequence done till you reach a value and freeze it, gun shot act like a tommygun.
