I recently bought a new PC, old PC had Windows 7 Enterprise 32-bit, my download speed is around 400KB with cheatengine speedhack at 0.5 get around 800kb. My new PC has windows 7 ultimate 64 bit, and do not know what's wrong because my speed does not increase anymore.

You only reduced the time between measurements.
In other words, you faked the download rate.

You can't speed up data-transfer with a speedhack Razz

You serious? XD You can't bypass your ISP limit with CheatEngine O_O
