No you don't understand, surround sound is to headphones as remote-control is to vehicles, doesn't make a difference if you're in the car.
Sound comes at us from 360 degrees, so to record or mix sound with surrounding angles 5.1, 7.1 etc. you need something to play back that sound from the proper distances and angles to get the simulated effect.
Otherwise if you just have two speakers in front of you you'll only hear from the front, speakers only in the back you'll hear from the back etc.
The thing about headphones is they already surround your ears entirely, so there's no point to putting multiple speakers inside a phone that's already up against your ear.

It's true. Stereo headphones give you a surround-sound effect as it is.
