| What would cause a battery to register as fully/99% charge then drop to 3/6% kless than a minute off of the charger?

If you want to keep your battery in good condition, you should only charge it when it's nearly empty, and unplug the charger when it's full.
You can also take out the battery so your laptop just runs on AC power (like a normal computer), but if you do this don't forget to put it back in before unplugging the charger.

| Actually, this happens to an HP laptop of my own on occasion. It'll have decent battery life and appropriately diminish charge for a while but every now and then a huge depression occurs with the battery life out of nowhere.

Probably depends on the kind of battery or something.

That's exactly it. I can't remember which batteries are which though.

Change your battery otherwise it can't be recovered.
