I have it plugged into a regular old i/o jack and when I scroll up or down on a webpage I hear this ticking static, the rate is relative to how fast I'm scrolling.
There's also a tiny bit of feedback just constantly but it's not as bad.
My question is will an amp solve all of this?
I've never used an amp so I have no idea.

This is going to sound silly but do you have a microphone? If so, is your microphone boost on? That was my problem with an old headset

get a sound card, you wont need an amp, this shits only $27 and will come in handy later on if you ever get more expensive headphones with an amp as well, unless you want to spend more, you could also get a sound card that has an amp itself, but those cost a lot more.

oh yeah and make sure the headphone cord isn't physically touching the mouse itself, mine amplify sound of my keyboard and shit if its touching it somehow

That one exactly.
I tried the headphones in a couple different laptops and there is no static at all, so it's just my jack being rusty and shit probably idk fuck my pc.

That's caused by interference from the USB hub. Try plugging the usb connector from the front io into a different header on your mobo.

Well, what I posted is the problem. Amping the signal would only amp that interference as well. You can either get an audio card or deal with it. I also own a micro atx, but have 4 or so usb headers, so double check and make sure there aren't around the edge of the board.
