Q1-UCE ( Unidentified Cheat Engine ) wat does it do?

Q2-I get more confused when someone said something about HEX thing. What is it?

A1- Undetectable Cheat Engine
A2- Hexadecimal editing, Look up some tutorials on hexadecimal and decimal

quick example: 63 in hex is 99 in dec

So if you wanted 99 lives you would poke a found address that controls lives with 63.

The Undetectable CE hw does it work? Is it better than normal CE?

it's better in the sense that if you have a game that when ever yous can for something with CE, your computer restarts/game shuts down, it wont do that any more, but it doesn't scan everything (thats how it's undetected, it doesn't scan what's protected, just things that can be usefully, not everything.) so in that sense it's worse if you're trying to find a specific thing.
