In all honesty you can run it with the stock cooler at 4GHz. I have a 2500k and it's at 4.2GHz on stock cooler with no heat issues at all.

I don't personally have this cooler, but I would recommend it if you want something that's good, cheap, and not as loud as the hyper 212.

Someone recommended it to me and it's fantastic. I've recommended it to three other friends and they all enjoy theirs, one of them cut theirs hands on the edges though and I really don't know how they managed to do that.
