I know CE speedhack only seems to have an effect on the gameplay, but not the music and sfx, and was wondering if anyone knew of such a program, or if the capabilities are there in CE?

What's with the increase of people asking about sound speedhack? Is there some kind of contest where you have to send in a video ?

Anyhow, sound playback is hardware related, just like the pixel draw speed of your graphics card. If you set the speedhack to 0.001 speed, you also don't see the pixels on the screen being drawn 1 by 1 each line. It's the same as for the audio

What you can do is find the sound playback engine and perhaps adjust the playback speed if the API supports it. Otherwise you will have to manually adjust the sound samples yourself, which is not really worth it
