lvl of detail?
for a 2D game you are finw ith C# XNA
for a 3D game depends of how much detail and power you want in it you can still do it with XNA but might want to go for C++ and DirectX

2D - something like jetpackjoyride
3D - something like this Link
you can do something like jetpackjoyride with XNA easily
something like 2029 must be done in C++ and might take a few years of development before being able to see the actual progress. Usually you would want a team for this kind of projects.

and in witch program can i make it... i only know unity for making games..
