The two things you just said about sticky jumping and rocket jumping don't exist.
Sticky jumping gives you way more height or distance, and control since you can pick between the two, but deals more damage to self.
Rocket jumping mainly shoots you straight up, you can arc but not as much as with stickies, and you don't go as high, but in return it does less damage to self.

You have equal control in both situations, if you want to jump less distance as a demoman, ergo, the distance of a soldier, then you do the jump differently and you take equal damage that a soldier does.
