Japan having the huge industry of anime haves much more voice actors and animes are often released by big companies that spend way more than USA companies do on the voice over of that animes.
That is why if you tell me "you're also right that japanese people are inherently talented in voice acting while the entire english language is inherently incapable of quality voice acting!"
Well in anime that is partially true because you are comparing ppl who studied and performed to voice animes for over 10 years ( the japanese example ) with ppl that is just 2 or 3 years in the voice acting industry.
That is why you don't know any American voice acting company. If you do watch anime regularly you know that there are 2 BIG voice acting companies and even not going for the companies themselfs but many ppl that watch anime also have their favorite voice actors/ actresses.
an example for that in USA would My Little Pony, Hasbro got really talented voice actresses and when you hear other language dubs they usually can't be compared. The English voices are way better.

about ghost in the shell well the english dub I'm hearing right now is not half assed as many others I have heard but still they are a little monotonous. I have not compared it to the japanese one though.
I really doubt it haves bad voice actors since ghost in the shell was a big budget anime but it can happen sometimes.
There are quite some animes with bad voices actors ( japanese voices ) too.
my point is almost always dubs of animes to english are bad. sometimes they are not bad but they are never good. Being good meaning that you can actually say that the voices are expressive and fit in the situation of the scene.

Still that is comparing it to other english dubs of anime which in most cases, ghost in the shell being the only exception I know now, are just bad.
Still in that random clips there is no scene where the voice actor / actress has set the mood of the scene but it was all driven by the action in the scene.
the bests japanese voice actresses often drive the mood in the scene with their voice modulation and ability to fit in the desired mood. When the voice acting is a key feature of what you are watching and you feels that if you change it, it will not be the same then that is a good voice acting.
