so my internet speed is 3mbs...but why when i download on utorrent its only like 300kbs...

3mbs means around 3000000bits/second
Due to overhead of the packets (e.g tcp header) one byte takes on average 10 bits
so: 300000bytes/second(=arround 300KByte/sec)

And to simplify it even further. 3Mbps (mega bits per second) equals 375 KBps (kilo bytes per second).

Ideally you should be able to download at 375 KBps but counting cable quality, length to station and the aforementioned mention of overhead of packets etc, you seem to be getting out 300~ which is about 2,4~ Mbps. That doesn't mean your ISP is screwing you for those 0,6 Mbps though, it just means they can't deliver the full value because of technical reasons.

DO not forget about your bandwidth. If you are also uploading, because, torrents, your download can only move as fast as the left over bandwidth lets it. Think about 2 people walking opposite ways down a thin hallway. Your upload is a fat guy and your download is a thin guy. Download can move really fast but HOLY SHIT THE FAT GUY, he's in the way. Makes him able to move slower.

Are you saying that if you upload something that it takes priority over your bandwidth as compared to whatever you are downloading? If so I never knew that.

Nope it just uses more of it. Upload is slower for a reason. Have you ever capped your torrent upload while it was running around 100kb, then noticed your download speed went up? Its because upload is a hog.
