Please look at the red outlined area. I'm not sure if it's supposed to be that way but a friend of mine bought me 4GB of RAM -- my laptop came with only 2GB -- and I put it in but it says only 2.93 is usable. Sorry if this is an ignorant observation but I don't know much about hardware

32 bit has a limit on what can be used. ~3.5GB I believe, the other .5 GB or so is likely being used for your GPU.

Will I have to change any of my hardware?

Well I've installed a x64 operating system (Windows Developer Preview) and within the control panel it is still telling me that only 2.93GB of my RAM is usable How can I fix this?

Post your computer specs. I have a friend who also just upgraded and is only showing half his ram as usable. 64 bit OS as well. His sometimes will vary it's usable then other boot ups it's not. His solution was to flash his bios with a later version.
Never mind I just saw you are running Windows 8 Preview. It could be a limitation in the preview itself.

Since you are on a laptop, you have less then 3.xx GB available most likely due to your video card requirement for shared memory. Check your vid cards panel (if it has one) or your bios if you want to adjust it.
