Because it's pronounced Eff which starts with a vowel.
Still should be A F though but it's counter-intuitive.

Actually, iirc they changed that in this year's mla standards. It now goes by the sound exclusively, not the spelling. They've also gotten rid of -i as a plural. So now it's octopuses, cactuses, etc.
