How do I cheat?

So I found the pointer for the wanted level in "Grand Theft Auto Vice City" but freezing the code doesn't work perfectly. It flashes a star or two and if a cop is close enough when it happens they still can bust you. So I want to change it to a code that does nothing but being a pointer I'm not sure how to do that. I'm sure it's probably pretty easy but I'm still not 100% comfortable with messing with pointers.

Yes Thats Right Because Each Star Have Its Static Code Address
So If You Want To Get 0 Wanted Level So You Must Make
Code Injection For Each Star

So Find Out Way To Debug Game And See The Whole Code Addresses Results When You Increase All The Stars And When You Decrease It
