WPE Pro can't fully edit packet.

I know how filters in WPE work and I this is not the first time i use it, but i just do not understand why i cannot change value.
I need to change only 1E 4B AE(i tried to change almost whole packet only for test) at the end of the packet(see attachment), but somehow WPE stops editing packets after 00000021h, even though i set filter to edit packets to the end(from +006 to +059).
WPE also does not find 1E 4B AE in any packets, so i cannot search for 1E 4B AE and change it. And it is not like this only with this value.
So i would like to hear some thoughts about it or alternatives to WPE Pro.
