Is it possible to freze memory address to given number so that it can still only increase or only decrease? When I click on freeze in CE value cant increase or decrease, but is there way to freeze it so that it wont increase but still allow decreasing?

yes, click right of the freeze checkbox when it's active
or just press keypad + for allow increase, and keypad 0 for allow decrease
