Would a 650W PSU be able to power CF HD6870 rig?

With a i5 2500K.

And does overclocking increase power draw significantly even if I don't overvolt?

CF 6850 takes up ~500w under load, and the 2500k ~200w OC'd give or take. Your PSU is cutting dangerously close to its max capacity, not accounting for other devices (mobo, HDD).

I mean, it's possible you might be able to pull it off, but personally I won't risk it. The 2500k takes up 150w on stock already, so it doesn't give you much headroom to OC. I advise grabbing a 850w PSU to be on the safe side and for extra headroom.
