At the moment, I can run Black Ops and games like that pretty smooth on lowest settings (not nearly 60 fps, but playable) and was wondering what would be the first thing to upgrade on my machine? Got 2 pics with specs here, if you need anything more just ask.
Don't be fooled by the 4096 memory, it only uses 3.2gb of it because of 32-bit OEM W7 -.-

Processor looks like your bottleneck. I am running BO with the E8400 overclocked to 4 gz and a 560ti and I'm getting 90 frames with everything on high, my dual core cpu is needing an upgrade though.

How much money would I have to spent to get an upgrade to my current one and which one would you recommend? Kind of low budget at the moment but an estimate or a recommendation would be nice

The bottleneck is definitely on the 450. The 450 is not meant for games hahaha, that's why it's a whole lot cheaper than the 460.
You're getting 90 fps on high because you have a 560TI. Modern games are usually almost entirely GPU bound. Most games won't use more than two cores anyway. Only like six use three at most.

I was also getting 50 on low using a 9800 GTX. Black Ops does make use of a third core.
Also have you tried tweaking Black Ops?
As for upgrades there are several routes I have looked at. Keeping this mobo and ram is not an option. A replacement quad core in the same socket 775 is around $300 new, I'm afraid of used CPU's. You could got the AMD route, which is more cost effective. You could outfit for right around $300, you could take that $300 and buy a new GFX card and go with that, but you won't really notice a significant improvement. I only noticed about 30 more fps from moving up to the 560 from a 9800 gtx, even then I had to futz with the settings to get the fps I have now, I also have to kill half my running services/processes to run the game with any smoothness. You could go the pentium route as well. More expensive, but having used both AMD and Intel chips, most cases the speed difference won't be largely noticable.

Buy a new motherboard and a new CPU, maybe an i3, i5 or i7. Then buy a GTX 460 or maybe a higher one
