I really don't know how it happened
but i installed visual studio 2010 after i format my computer,
it all went perfect but,
you know when you're writing a C++ code and when you set the cursor right on a function / variable etc . .
or when you open brackets it pops up a balloon with extra information about it . . ( parameters and stuff )
for some reason it doesn't work for me and it really annoying !!
Any idea how can i get it to work ?!

Get VisualAssist because it fucking owns

Typically the intellisense breaks when things aren't updated in the database files that are generated. After writing something (say a class, header, etc.) try compiling your project first before beginning to use the files more. Usually compiling then continuing to code fixes the intellisense issues for me. Or if you have the money to spare, you can get VisualAssist, which does a much better job at it.
