As far as best animation quality goes, I would have to go with Purged:

As far as quirkiest animation that I saw and liked, I would have to go with TarBoy:

Theres tons of things I saw on Newgrounds that I think look nice or have a great premise, but those two I enjoyed particularly due to the originality and attention to detail when it comes to creating proper dialog, music and art cohesion.

I rather enjoyed those too and I also consider those some of the best on Newgrounds. This one is different from most NG submissions though, with a more artistic viewpoint, actually similar to Purged.
I can't honestly say I know what the animation is about... nor can I tell you the message behind it. But I like it.
