There are plenty, but NO$GBA is the best and most simple to use.
It's pretty simple to use... no explanation needed really. Load your .nds file and that's about all there is to it. Explore the options menu to change the controls, display settings, etc.
What do you mean by it's functions and how it works? It works like any other emulator... save states, improved graphics and sound, region-free.
The way it works is that it utilizes tons of code put together by various programmers over the course of years to essentially translate the game data into commands that your OS/CPU can understand.

I'm 99% sure that would count as pirating since it's still an active console.

not if you own the games.
most simpler emulators emulate the bios calls so you don't need to go and rip your own.

No$GBA 2.6a & DeSmuMe 0.9.5 both. Not every DS rom works on one emulator so test them out on each. I would suggest going to Emulator-Zone, but there's a Rom site that was them both too.
First Emulators aren't illegal, its the Rom that are illegal unless you have them or delete them after 24 hours of downloading them also Bios are illegal, but DS emulators don't need them to run.
No&GBA 2.6a allows you to connect with only GBA roms and plays DS & GBA roms. DeSmuMe 0.9.5 can also play DS roms, but no GBA roms. Though I would recommend VBA 23 to play GBA Roms.
Both allow Action Replay codes to inserted.
DeSmuMe 0.9.5 has more Hotkeys and Options, but its a bit slower [If you don't play with the settings].
DeSmuMe 0.9.5 can play most of the new games.
I wish I could show you "My List" of DS games I've played on both DS emulators. I decide not to be stubborn to keep 2 emulators and boy did the list grow, I think there was 50 games I played and liked.
I beat Vice City on PS2 because of cheats, but not all games have in-game cheats.
Thanks to Cheat Engine too, because with them I would be able to beat all those games.
Advice on No$GBA 2.6a & DeSmuMe 0.9.5 play with the settings. That is how I learned how to use both emulators to the best of my Language.

Wrong
Quote: | Can I Download a Nintendo ROM from the Internet if I Already Own the Authentic Game?
There is a good deal of misinformation on the Internet regarding the backup/archival copy exception. It is not a "second copy" rule and is often mistakenly cited for the proposition that if you have one lawful copy of a copyrighted work, you are entitled to have a second copy of the copyrighted work even if that second copy is an infringing copy. The backup/archival copy exception is a very narrow limitation relating to a copy being made by the rightful owner of an authentic game to ensure he or she has one in the event of damage or destruction of the authentic. Therefore, whether you have an authentic game or not, or whether you have possession of a Nintendo ROM for a limited amount of time, i.e. 24 hours, it is illegal to download and play a Nintendo ROM from the Internet. |

What Nintendo is purposely disregarding is that, in the real world, no one is going to know whether you backed it up yourself, or if you downloaded it from the internet.
Same issue with the BIOS. In the highly unlikely chance that someone actually found their self in court, no prosecutor is going to take the effort of proving that you didn't rip the BIOS legally from your own device. If it's even possible to prove that.
Most of you probably already know this but when you buy a game, you are actually "leasing" the content. The disc is just a method of delivery, and if it is damaged, your lease is still valid. Even if your disc is shattered, you still "own" the game and therefor, any backups you made are legal to own as well. Whether or not you made this backup yourself, or got it from the internet, is something that no one cares about proving.
