It's the sign of a pseudo elitist. Often used by people who like to act superior by pointing out a supposedly flawed statement, in a faulty manner. Hence, those who perpetuate the idea that this ludicrous presentation of a refute is clever, can be best described as dimwitted.

I don't consider those who use a flawed manner of refuting to be superior, as it shows a lack of intellect. This has a negative influence on the value of any argument that might have been supplied with it as well, due to their stupidity becoming apparent.

Instead of:
So and so said "blah blah"

You can do:
>blah blah
According to so and so.
