Hi i recently for the past like 2 years have been looking for a book like a dictionary but for coding in c++ it tells me what that function does and how to use it. If you could post something here it would be awesome i want to excel and one day maybe be a computer programmer.

can be used as c++ reference..

but i will recommend using
turbo C++ 3.0 help file for very beginners..

or use
msdn.. for basic to advance programming..

Any projects in specific you will need to either look at their documentation or their code for how to use program specific functions and such.
