I think because it is similar to Delphi. And as I know, Delphi is not developed any more. But that is just my guess.

Probably Lazarus was the most similar and easily portable from Delphi. C++ and other languages are not so close to Delphi.

lazarus also supports packages, you just have to port the delphi package first.
and why not c or c++, that is because ce is written in pascal, so why even bother writing it in another language. It's not like there's an added benefit (No speed increase and lazarus even supports some C syntax delphi misses)
As for the reason of the port to lazarus itself:
64-bit capability(Really, I've given up on delphi ever supporting native 64-bit) and multiple OS support (windows, carbon (mac), gtk2(linux and others))
