27" Monitor:
http://www.costco.com/Browse/Product.aspx?Prodid=11543232
1ms refresh... Lol crazy.

CPU:
http://www.bestbuy.com/site/AMD+-+Phenom%26%23153%3B+II+X6+3.2GHz+Black+Edition+Thuban+Processor+1090T+with+Hyper-Transport+Technology/1004922.p?id=1218207309242&skuId=1004922
Best thing for the price as far as I can tell.

RAM:
http://www.bestbuy.com/site/Corsair+-+Vengeance+4-Pack+4GB+DDR3+DIMM+Desktop+Memory+Kit/1853489.p?skuId=1853489&id=1218297022491
Maybe a bit overkill, should I just get 8gb ddr5 instead?

Mobo:
http://www.bestbuy.com/site/Asus+-+ATX+Motherboard+1800/1600/1333/1066MHz+%28Socket+AM3%29/9877495.p?id=1218187476045&skuId=9877495
I don't know anything about mobos really, so all I'm looking for is compatibility.

Case:
http://www.bestbuy.com/site/Cooler+Master+-+Elite+310+Mid-Tower+Chassis/1510764.p?id=1218265773676&skuId=1510764
Least important to me, as long as it fits.

GPU:
http://www.bestbuy.com/site/VisionTek+-+AMD+Radeon+6870+1GB+GDDR5+PCI+Express+Graphics+Card/1541827.p?id=1218268349452&skuId=1541827
Aww yeah.

SC:
http://www.bestbuy.com/site/Creative+-+Sound+Blaster+X-Fi+Titanium+Sound+Card/9716175.p?id=1218172864730&skuId=9716175
Overkill for most people but I'm a producer so it's essential.

HD:
http://www.bestbuy.com/site/Western+Digital+-+Caviar+GP+1TB+Internal+Hard+Drive/8492026.p?id=1186003685416&skuId=8492026
I may get a different hd, I could go for 500gb with better speeds...

Maybe a spare fan or two:
http://www.bestbuy.com/site/Thermaltake+-+120mm+CPU+Cooling+Fan/9432704.p?id=1218104524233&skuId=9432704

Total cost: $1400
without tax

Take this from a software prescriptive: Creative has no sound card drivers since 2007, you'd better off buying Asus Xonar, Turtle Beach, heck, throw more only for a DAC is way better investment.

Ram and mobo are fine, unless you want specific needs ( low voltage, better mobo with more features etc)

Go for GTX 560Ti, it's better than the 6870.

I already have a 500w psu.
Also I can't order online, so I have to get everything through best buy.
They don't have a gtx 560 in my price range, they only have a 570 with like 1.25gb ddr5 for $350 or something, which I might get if I can afford, otherwise I'll stick with the radeon.

One last question:
How important are fans?
Does it matter if I throw in one or two cheap ones or should I really invest in a better cooling system?

Well $250 for 16gb = $60 for 4gb so that sounds about right to me.
As I said, I can't order from newegg and have to get everything from my local best buy.

One last question I promise, would the $250 GTX Ti provide the absolute best visual experience? Would going any better be wasteful because it'd be the same? Or if I get something totally OP like this:
http://www.bestbuy.com/site/Asus+-+Radeon+HD+6970+2GB+GDDR5+PCI+Express+2.1+Graphics+Card/1950109.p?id=1218301985037&skuId=1950109
Would that be a huge improvement?
If it's worth it I'm willing to shell out $400 for a state of the art gpu.

Do you need CUDA and physX? Then yes.
570 is fine too.
