what the fuck is up with the water? it goes in every fucking direction when I try to dig a stream, how do I control that shit? and why the fuck does it keep getting lower and lower? I'm below the lake line so that shit should stay even.

Because keeping a value of the amount of water constant would be unbelievable to code and make it work efficiently, and having things fill to the water level was really shitty (that was how water worked in classic). You have to use buckets or know how to make water source blocks if you want to make a stream. It's easy, take three iron bars and shape it into a bucket in the crafting menu:
XXX
YXY
XYX where Y = iron.
For a water source block to be created, it needs to be touching two source blocks and have a solid block directly below it (so a depth of one). Find a 2x2 space on the ground and do like so:
D = dirt
W = water
A = air
Step 1:
DD //All some kind of solid block
DD
Step 2:
DA //dig two opposite ends
AD
Step 3:
DW //fill spaces with water from ocean using bucket
WD
Step 4:
AW // dig out the other solid blocks
WA
And then, without doing anything further, you'll end up with
WW
