Yes its safe.

Pretty much anything below 75 degrees is fine.

Every post I've read about the 8800 GTX are saying it idles at 60 degrees Celsius and performing it runs at 82.

The 8800GTM is a mobile graphics processor so of course it will run hotter.
Desktop graphics =/= Notebook graphics.

The GTX 480 is well known to run very hot.

Note that we're talking about safe temperatures. If the 8800 GTX is running that hot, it's heating the solder off the motherboard itself and should go in for a warranty job.

Both the 470 and 480 shouldn't fit in a miniATX case. The drive bays would usually get in the way, but you might be lucky if it had 5.5" slots there or an empty space.

MiniATX dimensions: 11.2"x8.2"
GTX 470 Dimensions: 4.3"x9.5"
An ATX case should fit it though: 12"x9.6"


Sorry, I meant its own board, not the motherboard. My bad.

They might melt if the cables were touching the heat-sink?

Under pressure they're closer to 80.

80 is a little warm, do you have the stock cooler? also your tjunction value may be wrong which can skew the temps.
