How do I cheat?

For some reason, everytime I install the program, I keep getting this error-->see image.

Can anyone help with this because I tried installing it several times, but nothing worked? I checked my security and virus scanner and nothing was wrong. All of the other files are working fine, except that file. Also, I'm using windows 7 64-bit rate. Thanks Exclamation Crying or Very sad

disable/uninstall your anti virus and REBOOT
if you don't reboot your AV will still be loaded in memory and blocking ce

and make sure you don't have an online game running

And if this fixes it, could you please send an e-mail to the maker of that AV or post on their forum that they blocked CE (Really, for everyone where it happens they should do that. No better way to get their attention than getting flooded by complaining users)
