Before it even gets to the paypal part it says:
There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance.
Been saying that for like an hour.

Try buying it from the steam website? Can you do that?

| Other people have had this problem this time last year, it doesn't work no matter what/where, so I sent a ticket to steam.

| If you have 2 bank cards in your paypal, delete the one you aren't using for that transaction.

That is balls, I've had problems like this before, I just tried another day and it worked, I'm sorry you do not have this option.

If he tickets it now, he may still get the sale price when he can buy it, since it's a known issue.
