I have to hdds and I wonder can I install windows on the first and osx on the second or the other way around?

You will have to use Bootcamp in order to install Windows on a Mac.
For that, OSX comes first and then Windows. If it's done correctly, you'll get dual boot.

If your talking about installing Mac on your PC, then it involves something else as the OSX is hardware tied.
