How do I cheat?

No, It is I that am failing miserably but I'm mad as hell and I'm not going to take it anymore!
Seriously what pisses me off is that I know its possible but I gotta dig through a bunch of fucking tutorials and waste so much time to solve a problem that I run in to SO MUCH you'd think it'd be the second most common issue with CE. Alas, where are all the god damn tutorials? Somewhere I don't know.
Anyway, I'm trying to figure out cheat engine better so help me out.
I'm trying to modify this value:

aparently I can't post "urls" even if I img tag it (cool forum software bros)
First scan, 4 bytes (Don't worry I've tried every type with the same failure), I get results.
Change skill points to 10, next scan, less addresses this time woopie.
Change skill points to 8, next scan, 0 results.
This happens with every data type. I'm running it in windowed mode when the game looses focus it goes to the pause screen, I figured this had something to do with it so I froze the game every time I had to switch to cheat engine, then unfroze it once I gave focus back to the game. The game didn't know I had switched windows and yet I still couldn't find the address.
Its probably some retarded value allocated on the fucking heap somewhere for some retarded ass reason. How do I get its address or otherwise change its value? I feel like a pointer scan would help? Does that help with this issue? I don't even see that feature in CE...

perhaps it's storing the total number of skillpoints spent during this level up

At least I think You try to hack the new Fallout which I didn't see yet.
